Supporting early childhood programs and low-income families across multiple counties, Child Development Associates plays a critical role in administering complex funding and reimbursement programs. One of the most operationally intensive initiatives—the Supplemental Payment Program—required coordination across more than 30 counties, each submitting monthly reports tied to provider reimbursements.

As volume and complexity increased, CDA recognized that its existing, manual workflows were no longer sustainable. To modernize intake, improve compliance, and accelerate reimbursements, CDA partnered with Storm Brain to design and build a centralized, dashboard-driven digital platform—one focused on clarity, accessibility, and operational efficiency rather than traditional marketing.

CDA needed to replace a fragmented submission process used by more than 30 counties to report and receive monthly supplemental payment reimbursements. Previously, submissions were handled through email attachments and offline spreadsheets—creating limited visibility, inconsistent data handling, and no centralized system of record.

The lack of user-level permissions, validation controls, and reporting safeguards led to delays, missing documentation, and reimbursement bottlenecks for providers. These inefficiencies directly impacted turnaround time for payments tied to complex eligibility rules and compliance requirements.

CDA required a purpose-built digital platform that could streamline intake, enforce consistency, support accessibility standards, and reduce administrative friction—while remaining easy to use for non-technical users across counties.

Storm Brain collaborated closely with CDA to design and launch a dedicated microsite and dashboard-first platform for the Supplemental Payment Program. The engagement began with working sessions to align on functional requirements, user roles, reporting logic, and ADA compliance priorities.

Rather than focusing on a traditional marketing website, the solution centered on a clean, task-driven UX framework designed for operational efficiency. Storm Brain developed simplified, plain-language user flows tailored to county administrators and families—prioritizing multilingual support, intuitive navigation, and streamlined form architecture.

The WordPress-based build included a robust backend dashboard with modular templates, real-time content management tools, and built-in accessibility standards compliant with WCAG 2.1 AA. Admin users gained the ability to manage form versions, update FAQs dynamically, and publish guidance without developer support. SEO and analytics were layered in to support discoverability and usage insights, while mobile-first responsiveness ensured accessibility across devices.

The new platform replaced a fragmented, manual workflow with a centralized, reliable system that improved visibility, data integrity, and submission accuracy across all participating counties. Streamlined intake and clearer validation reduced reporting delays and helped accelerate reimbursement timelines for providers serving low-income families.
